District Public Defender highlights success of embedded forensic social worker program

Every day, people enter the criminal justice system carrying challenges that extend far beyond the charges they face. Addiction, mental illness, unstable housing and limited access to community resources often contribute to continued involvement in the justice system. Through an embedded forensic social worker, the Office of the District Public Defender for Tennessee's First Judicial District is helping clients address those challenges while improving outcomes for individuals, families, and the community. Funded by the Edward Byrne Memorial Justice Assistant Grant administered by the Tennessee Office of Criminal Justice, the forensic social worker works alongside defense attorneys to assess clients' needs and connect them with services that promote stability and recovery. In just the past fiscal year, the program opened 152 new referrals, completed 129 assessment screenings, and helped secure 121 treatment placements. The forensic social worker also assisted clients with housing, community resources, and mitigation services while coordinating 171 referrals to partner agencies throughout Northeast Tennessee. Those partnerships – including Frontier Health, Recovery Resources, Bridge to Shore, and Redeemed Recovery – provide access to treatment, housing assistance, crisis intervention, intellectual and developmental disability services and other essential resources that help clients build healthier, more stable lives. "Clients often come to us at one of the lowest points in their lives," said Geordyn Houston, the district's forensic social worker. "Many have never had someone take the time to understand what they're facing and help them find a path forward. Whether it's treatment, housing, or simply connecting them with the right resources, those first steps can change the course of someone's life." District Public Defender Melanie Sellers noted that the role of public defenders extends beyond the courtroom. "Effective representation means recognizing when legal issues are intertwined with addiction, mental illness, or other life circumstances," Sellers said. "By addressing those challenges, we can help clients make meaningful changes that benefit not only them, but their families and our communities as well." The embedded forensic social worker is an important part of the District Public Defender's client-centered approach to representation, helping attorneys better understand their clients' needs while connecting individuals with services that can reduce future involvement in the criminal justice system. "This program demonstrates that accountability and rehabilitation can work together to create safer communities."
